libbind4-dev software package provides DNS resolver and message parsing static library and headers, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libbind4-dev
libbind4-dev is installed in your system.
Make ensure the libbind4-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libbind4-dev *
You will get with libbind4-dev package name, version, architecture and description in a table
